Sen. Leahy War Victims Fund administered by the United States Agency for International Development
USAID administers the Wheelchairs for Mindanao project, which is funded by the Leahy War Victims Fund (LWVF), one of USAID’s three special funds reserved by Congress. The LWVF works on behalf of civilian victims of war and people living with disabilities to expand access to affordable, appropriate prosthetics and orthotic services, and to provide barrier-free accessibility to school, work, and recreation.

Swiss Agency for Development and Cooperation
The Swiss Agency for Development and Cooperation (SDC) is Switzerland’s international cooperation agency within the Swiss Foreign Ministry. Together with other federal offices, the SDC is responsible for overall coordination of development activities and cooperation with Eastern Europe, as well as humanitarian aid. Humanitarian aid is provided wherever the need for it is greatest, with prevention, emergency aid, survival assistance, reconstruction and advocacy being the core areas of intervention. The SDC supports the post-emergency program for the most vulnerable victims of the mudslide in South ern Leyte.

Sanofi-Aventis is one of the world's leading pharmaceutical companies based in France. The company has chosen to be active in the major humanitarian and social causes because they believe that health matters. In practical terms, sanofi-aventis' humanitarian commitment involves working in collaboration with both humanitarian and social non-profit-making organizations; mobilizing human, financial, technical and professional resources; and establishing effective, long-term international programs such as refuge for the homeless with a medical service available; cultural activities in hospitals with contributions from various kinds of artist; medical leisure center to provide distraction and a social break for younger patients; and contributing to the construction of child nutrition centers.

The Schmitz Foundations, based in Germany and in Switzerland respectively, aim to make an effective contribution to combating poverty and promoting understanding among the people of the world. Among its priority projects include support and integration of the handicapped. The Schmitz Foundations assist the Hilwai mobile rehabilitation services for remote island communities in the Visayas.

Canada Fund for Local Initiatives of the Canadian International Development Agency

The Canada Fund for Local Initiatives or Canada Fund is a Canadian Embassy program undertaken on behalf of the Canadian International Development Agency (CIDA), which has been active in the Philippines since 1972. It provides direct funding assistance to community groups and NGOs for small projects addressing technical, economic, educational, and social development issues.

Canada Fund supported the training program for the Upgrading and Updating of Technology for Orthoses- and Prostheses-Making towards the Self-Reliance of Persons with Disability.

Japanese Embassy in the Philippines and the People of Japan

Japan’s Grant Assistance for Grassroots Human Security Projects (GGP) was launched in 1989 to promote human security and support small-scale projects directly benefiting the grassroots level as well as contributing to the socio-economic development of the Philippines.

The Japanese Embassy in Manila, through the GGP, provided funding assistance for the 1) Project for Establishment of Orthopedic and Prosthetic Workshop for War Victims and Disabled Persons in Central Mindanao, and 2) Project for Emergency Relief for the Most Vulnerable Victims of the Typhoon in Quezon Province. European Commission Humanitarian Aid Office (ECHO)

ECHO provides emergency assistance and relief to the victims of natural disasters or armed conflict outside the European Union. The aid is intended to go directly to those in distress, irrespective of race, religion or political convictions. Since 1992, ECHO has funded humanitarian aid in more than 85 countries. Its grants cover emergency aid, food aid and aid to refugees and displaced persons worth a total of more than € 500 million per year.

In the Philippines, ECHO extended assistance for the Emergency and Reconstruction Program for the victims of the typhoon Nanang in Negros Occidental.
