FIELD ADMINISTRATIVE OFFICER
The REBUILD project aims to mainstream disability issues in local development to ensure that persons with disabilities are included in local development programs and activities while reinforcing the population access to inclusive livelihood opportunities.
The post holder will be based in Baras office (Rizal Province). H/She will work under the supervision of the project manager and in close interaction with the Service Support Team. Act as the primary administrative support for ensuring the functioning of the Project Office. Support the Project Manager and the project staff in providing office services relating to facilities, equipment, supplies, computers, mail, storage, reporting. Responsible for the finance, accounting, logistics and administrative/HR process of the project.
QUALIFICATIONS:
- Bachelor’s Degree in commerce, accounting, financial management or equivalent
- Strong analytical, written, verbal, presentation, & interpersonal skills
- Ability to work with diverse people, communities, and cultures
- Detail oriented, self-motivated, ability to multi-task, provide quick responses and highly organized
- Computer literacy with proficiency in MS Excel, MS Word, & Powerpoint

RESPONSIBILITIES:

- Ensure that the accounts are kept in good order

Logistics
- Carrying out efficient management of the supply chain

The implementation is plan from February with a first phase of 6 months.
Based in Cagayan de Oro, Misamis Oriental Province, h/she will work under the supervision of the project manager and in close interaction with the Service Support Team. QUALIFICATIONS
- Bachelor’s Degree in social sciences, development studies, and other related fields
- Knowledgeable in project planning, implementation, and monitoring
- At least 2 years professional working experience in field operations and management
- Previous experience working with an NGO
- Excellent leadership, participatory facilitation and coaching skills
- Strong computer and communication skills
- High written and verbal proficiency in English and Tagalog
- Experience of working with multi-cultural and/or pluri-disciplinary teams
RESPONSIBILITIES
Under the Project Manager’s line management, H/She is in charge of:
- Manage project’s livelihood and social support facilitators,
- Set up and follow team planning based on the Project Implementation Plan
- Support in direct implementation of project activities at field level in coordination with project team members and partners
- Ensure the follow up, consolidation, monitoring and reporting of the project activities (trainings, facilitation, data collecting, advocating…)
- Ensure good coordination, communication and relations with the project Thematic Officers and Field Administrator
- Set up and maintain hard and soft filing systems for records
- Support the elaboration of budgets and project documents (TOR, reporting…) related to project focus areas.
- Support in monitoring and coordination of different project activities and ensuring compliance with reporting requirements.
- Represents the project upon delegation of the Project Manager
INCLUSIVE LOCAL DEVELOPMENT & LIVELIHOOD PROJECT MANAGER
The REBUILD project aims to mainstream disability issues in local development to ensure that persons with disabilities are included in local development programs and activities while reinforcing the population access to inclusive livelihood opportunities.
Based in Baras, Rizal Province with regular travels within the Province and Manila, the PM will work under the management of the Handicap International Operational Coordinator. S/he will be responsible for managing the project team and have overall responsibility for the implementation of project activities. This will involve close liaison with the coordination team in Manila as well as Handicap International’s other project teams.
QUALIFICATIONS
- Master Degree in local development, livelihood, social science, applied sciences related to disabilities and related fields
- Excellent professional experiences of at least 5 years in project management
- Strong leadership ability
- Excellent knowledge in project management cycle
- Experience in managing projects with strong livelihood components
- Good knowledge in Philippines decentralization process and disability

SOCIAL WELFARE OFFICER
The REBUILD project aims to mainstream disability issues in local development to ensure that persons with disabilities are included in local development programs and activities while reinforcing the population access to inclusive livelihood opportunities.

S/he will provide technical advice and support in the definition, development and implementation of strategies and activities related to social welfare services in the project. H/She will provide direct technical support to the Project Manager, project team members and partners for the smooth implementation, monitoring and evaluation of the project. H/She will work under the supervision of the project manager and in close collaboration with the project team and national technical unit.
RESPONSIBILITIES
- To provide quality assurance in Social services component of the project throughout the project cycle.
- To provide technical assistance and support to HI and partners’ teams directly involved in the project.
- To support implementation, coordination and monitoring of the social services component of the project with HI and partners’ teams.
- To provide support to project team in provision of group and individual psychosocial activities for persons with disabilities.
- Sensitize and mobilize local partners, authorities, professionals and community on disability and development.
- Assist the project manager with the writing of project documentation and knowledge building.
- Liaise and be the project key contact person in the social welfare sector for external partners.
- Ensure good communication and relations with other HI project team members
QUALIFICATIONS
- Bachelor’s Degree or Advanced degree in Disability studies, Development, Social Work, Social Science; or relevant field
- At least 5 years of professional experience with minimum 2 years experience with a national development organization and minimum 1 year field experience for an international organization in the social welfare sector for persons with HIV / Gender/ Disability. Previous experience in disability sector will be preferred.
- Previous experience in technical advisory role for development or humanitarian organizations will be preferred.

EMERGENCY DISABILITY AND VULNERABILITY FOCAL POINT PROJECT
Physiotherapists, Occupational therapists, Psychosocial workers, field facilitators.

QUALIFICATIONS
- Diploma/ degree in medical, social work and other related fields
- Minimum 2-years practical experience in his/her field
- Experience in and ability to work with a variety/all levels of community partners
- Countable working experience with vulnerable groups in a community program and in emergency context
- Knowledge and experience in participatory community mobilization, awareness raising and support in training in the field
- Fluency in writing and speaking in at least 2 national languages (Pilipino + Bisayas)

FINANCE OFFICER
The post holder will be based in Makati office and will work under the management of the Program Administrator.
RESPONSIBILITIES
- Draw up cash-flow forecasts and ensure the optimal management of cash flow (cash box and bank box)
- Realize & analyze internal and donor budget monitoring
- In coordination with the Project Managers, draw up budget for proposals or calls for projects
- Ensure compliance with expenditure commitment procedures
- Assist the Administrator in producing and updating the program’s annual budget
- Draw up the financial reports for donors
- Validate the financial aspects of the partnership contract
- Responsible for tax matters
- Manage and supervise the Accounts Officer
- Ensure accounts management
- Replace accounts officer in his/her absence
QUALIFICATIONS
- Candidate must possess at least a Bachelor's/College Degree, Business Administration/Accountancy or equivalent preferably with Masters Degree in the related field
